For main development goals of creating a powerful urban with strong identity on the border with China, a spot development strategy was proposed in which the existing agricultural sites is preserved and further enforced while new urban development with services and tourist activities shall be centralized in flattest areas.
It is oriented to adjust the city structure from line development model to clusters development model to match the typical hilly terrain of Northern Vietnam. The key idea is to maximize the terrain characteristics of each area to form its own identity for urban clusters. A balanced system shall take shape with well-connected clusters of Urban Farming, Industrial Zones, Services, Garden City and Green Travel Corridor. Since Cao Bang is the mountainous agricultural city, the planning concept still maintains the agricultural land intertwined with new urban areas in order to protect the landscape and build agricultural city.
