On 14 January 2019, Macky Sall, the President of Senegal, travelled the 38 kilometres from Dakar to Diamniadio, thus inaugurating the first section of Senegal's regional express line (TER), which will be operating with electro-diesel trains.

The studies and construction have been carried out within extremely tight deadlines and involved several international multidisciplinary teams. AREP has been involved in the creation and operation of this new infrastructure and, as part of a design and build consortium, has conducted the studies regarding:
- Eight rail stops,
- Two new train stations, including the design of the exterior amenities of Dakar and Rufisque stations,
- A maintenance and storage site in Colobane and an infrastructure maintenance site in Rufisque
- Signage identity and implementation for the entire line.

This long-awaited rail line will relieve congestion in the capital by eventually serving 14 stations over nearly 55 kilometres. It will take a few more months for the entire project to be completed and for the TER to connect the centre of Dakar to the new Blaise Diagne International Airport in 45 minutes.
